The National Institutes of Health has created an office charged with accelerating human-based research technologies and reducing or replacing animal use where appropriate.

The Office of Research Innovation, Validation, and Application, known as ORIVA, will coordinate NIH-wide work on New Approach Methodologies. NIH listed 3D human tissue models, computational tools and other animal-free methods among the technologies in scope.

ORIVA is housed in the Division of Program Coordination, Planning, and Strategic Initiatives within the NIH Office of the Director. That placement gives it an agency-wide coordination role rather than tying it to one disease institute.

NIH said the office will have two divisions. One will support innovation through funding opportunities, research infrastructure and training; the other will coordinate a multi-agency effort to evaluate and accept new methods.

Validation and regulatory translation are central to the plan. A laboratory method can be scientifically promising without yet being standardized, reproducible or accepted for a particular regulatory decision.

NIH said differences between animal and human biology can limit how well findings translate. Human-based methods may add tools that are more replicable, efficient or directly relevant to human disease, while traditional animal models have also contributed to scientific knowledge and treatments.

The announcement does not impose a blanket end to animal research. It says NIH will assess where animal use can be reduced or eliminated and scale alternatives when evidence supports doing so.

The office's effectiveness will therefore depend on more than the number of methods funded. Researchers and regulators will need transparent standards for validation, evidence about where a method performs well and clarity about situations in which it does not.

ORIVA establishes a central institutional route for that work: fund human-focused technologies, build the infrastructure to test them and coordinate their acceptance across the research and regulatory systems.
